how do you create a new forum?

I was wondering if we could start a forum(or whatever applies) to report any sort of incident that occours at the park.   Scrapples gotten beat up a few times there. and I would love to have somewhere to post about it so that we can track any repeat offenders.  I understand that dogs will be dogs, but if a pattern develops, then these dogs shouldn't be allowed to run there when there are other dogs.  Do you need to be an admin to make a forum? or should I just start a new topic?
